The trend of economic growth in the developing countries considering extremely important including, to reduce poverty and improving living standards of their populations. In contrast, the great part of industrialized countries instead of economic growth paradigm stands alternatives such as ´qualitative growth`, focusing on to achieve `quality of life´ that does not depend on materialism or increasing income, as Western countries policy. Over the decade domestic manufacturing moved from industrialized countries to developing countries. As a newly developing country Uzbekistan the optimization of the harmonic interaction of environmental and mass consumption and production including rational using resources shift on level of new innovative technologies is by far one of the hottest policy debates in academic and policy debates in Uzbekistan. Unfortunately, fulfilling a long-term growing material and consumption needs of ensuring effective using new technologies and maintaining ecologic balance in nature is hampered by the lack of experience and research.
