Sharma, Shubham | India

Shubham Sharma is a PhD student in the division of public policy at the Hong Kong University of Science and Technology (HKUST). He is interested in policies, policy-making and politics of sustainability transitions in developing countries. He holds a Post Graduate Diploma in Forestry Management from Indian Institute of Forest Management (IIFM) with major specialization in Environmental Management and minor specialization in Development Management. Prior to joining HKUST, he was a Consultant with a New Delhi based independent think tank, Indian Council for Research on International Economic Relations (www.icrier.org) where he had worked closely with Ministry of Finance (Government of India) on projects related to financing India’s nationally determined contributions, and technology transfer among G20 countries. He was involved in the implementation of development projects in India while working at Technoserve before ICRIER. He also holds a bachelor of engineering in electronics and instrumentation engineering.

 

Project at IAS-STS: A case study on energy efficiency programmes in Austria: decomposing policy-mixes


The study will explain the role of lock-in or path-dependence in the determination of policy-mix for austainability transitions. I look at this question at three fronts: technology, agency, and socio-technical system. Sustainability transitions are a result of multiple policies working in tandem to achieve desired objective. The prevalent system and industry structure present challenges to the emergence of new systems; how do these challenges shape policy-mixes and can lessons from experiences in one socio-technical system be used in other systems are major questions. I plan to undertake a case-study approach to understand the policies and initiatives implemented for improving energy efficiency in building and transport sector in Austria. The research will improve our understanding of politics of sustainability transitions.
